So, upon finding a way to circumvent the no-fly list that requires extra passenger screening at security prior to boarding a flight in the U.S., who exactly does one report the vulnerability to?

Not wanting to miss my flight, the idea of calling it to anyone's attention prior to boarding seems unwise. ;-)

Would you suggest debriefing TSA at the airport at one's destination upon arrival?

Equally unwise, unless you don't mind never arriving at your
destination. You'd probably end up on the next flight to Cuba, branded a
"grave threat to national security"

Why not just post it anonymously here and let the TSA eat their crow?
